Ari mermelstein answered correctly. There are regulations on how a man may shave his facial hair. To say that orthodox jewish women shave their heads is a huge generalization and not a particularly accurate one. Other hasidic jews go further with this and they do not shave at all.
What the majority of orthodox women do is cover their hair. But some sects take this a step further and instruct women to cut off all their hair upon marriage which eliminates the risk of their hair coming loose from its covering while they are in public. Muslim women cover their hair to avoid sexual attention. Orthodox jewish women have to shave their heads and wear wigs.
