I worked in a deli and we hung several bags outside where the garbage bags were put and they really worked. Fill a ziplock bag with water and 5 or 6 pennies and hang it in the problem area. The movement of the water keeps flies away. One commenter who supports the water bag tactic also had another ploy to keep pests away.
While attending a cook out at a friends house. The story goes that if you hang plastic bags half filled with water and containing four pennies in strategic locations around your premises pesky flies will stay away in droves. It really does keep flies out of the house. Low and behold it works.
