The initial local divisions were organized as ecclesiastical parishes centered around churches and the system was retained and defined when louisiana was admitted to the union as a state in 1845.
On march 31 1807 the territorial legislature created 19 parishes without abolishing the existing counties which continued to exist until 1845.
