The best solution is to give each dog a spot near your feet to lie down with no dog claiming both of your feet for themselves. This is where your dog is essentially claiming you for themselves. By sitting on your feet your dog is telling the world you belong to them and vice versa. In the first weeks of their life it is common for puppies to sleep in close proximity with their mother and siblings.
Are they exhibiting signs of fear and stress such as excessive panting or drooling. For warmth and comfort. Your dog may sit on your feet to protect you from a perceived threat. In certain situations your dog may choose to sit or lie down on your feet because they are fearful or anxious.
This can even mean they sleep on top of each other especially if they want to conserve heat. Being protective and guarding you wherever you go is just one of the many ways that they show it. Simply one of the reasons your dog will want to sit on your feet is because they enjoy spending time with you. To keep you safe your dog may put themselves between you and the threat.
