Between you and me i think round river stone beds are pretty and attractive. While not required you can leave about 2 inches of mulch in place to cushion and level large rocks if applicable. I think if you put the rock over top of the mulch it might discolor the rock when it decomposes especially if you are using white rock. Rock heats up then retains the heat frying the roots of the trees and shrubs it surrounds.
Trees and shrubs mulched with rock never thrive. Like with mulch it can be difficult to add annual plants to because it can be hard to dig through to get to the soil. The wood will break down over time. As with mulch river rock isn t perfect and has a few limiting features to note.
You will still have to pull weeds say one good weeding at the start of spring but less than if you have bare mulch or rock.
