Exclamation mark on the lower right hand corner of pic s could mean that your are using icloud photo library and the specific photo s full size original could not be loaded from icloud.
Only recent ones on my internal storage show up like this. Instead of showing a large version of the photo a big exclamation point comes on the screen and i can t view or do anything with the photo. If it sounds familiar do not panic. Photos do not download from icloud.
Some of my photos have an exclamation when i click on the photo to view and it won.
